A beautiful tract of land that is completely surrounded by water, with a very high population density in a small area is Singapore and it has one of the largest ports in the world. Country faces a heavy traffic flow during peak hours because of large population and small area. To address this increasing congestion control is to solve a critical issue real-time control of traffic lights. Traffic monitoring system is one of the systems that can be used to monitor real-time traffic signal and it is necessary than in the past to be more accurate and precise. With the help of the monitoring system can alert traffic to the traffic flow in different weather conditions users. This project is a simulation model for vehicles on the road by image processing techniques to count MATLAB environment. Video and image processing algorithm is used in this design of the project. The project includes the function identification object detection, tracking and counting objects. This report takes the reader through the process, the principle of the traffic monitoring system to understand and the concept behind the construction of a traffic monitoring system. Human cannot live without vehicles so it is need of time that he has to solve problems related to vehicles. The vehicles are fragment of people's lives in present society in which more and more high-tech devices are integrated, and a common platform for communication between vehicles is necessary to achieve an intelligent transport system ensure support dynamic route planning, emergency broadcast messages and status of traffic monitoring to drive. View traffic, which is to distribute a portion of the E-Road project a framework and gather information on vehicles on the road. The use of such a system will provide a driver with traffic information, which helps to drive like mist in situations or find an optimal route in a journey of several miles long. The basic structure of the traffic display is described here and various algorithms used in the system developed are also in this paper. The paper has five chapters in which first deals about the introduction, motivation, background and other details of the project. Complete initial project scope is verified through chapter 1 and then Chapter 2 through lights.
