In his third National Day Rally speech delivered on 20 August 2006, Singapore's Prime Minister Lee Hsien Loong commented on how our lives have been radically changed by new technologies (Straits Times, 2006). Indeed, if one were to stop to think, whether it is at home, at work or at play, technology has changed the ways we do things significantly over just one generation. As the Infocomm Development Authority of Singapore launched the latest national infocomm masterplan, Intelligent Nation 2015 (iN2015) in June this year (2006), exciting visions of how the future will be further transformed by infocomm technology (ICT) emerge. Definitely, there are and will come many positive changes due to technology implementation. However, one should not deny that there might also be negative effects as well, if the design and implementation fail to take into consideration user needs.
