As Singapore approaches the year 2000, it is faced with the opening of new markets within Asia and threats from rapid economic growth in the neighbouring countries. Companies in Singapore, therefore, need to build a capacity for learning to compete effectively in the 21st century and the critical success factor for this purpose has been identified as accessing, using and creating new knowledge. Thus it is crucial that Singapore's managers have ready access to information and knowledge, which used strategically would allow them to be better decision makers and thereby lead their companies to achieve that much sought after competitive edge.
