The objective of this dissertation is to study whether a $620-million District Cooling System (DCS) and a $90-million Pneumatic Refuse Conveyance System (PRCS) proposed for implementation in Singapore's New Downtown would be sufficiently viable to attract private sector enterprises to build, finance and operate them.
