This case study is designed to formulate a Web-based instruction programme for teachers in a secondary school in Singapore, hereafter named as Website Secondary School. It seeks to study the teachers’ information technology (IT) competencies, knowledge and attitudes about Web-based instruction in order to develop a web-based instruction programme.
